Can pagers be used in emergencies?

Throughout the world many emergency services rely on paging to warn and inform their emergency services and first responders as unlike other services, paging networks do not suffer from congestion and can be used normally before, during and after an emergency.  During the terrorist threats in London of 7/7 paging networks were the only ones that were able to receive communications as the mobile phone network became jammed.

Pagers can also target groups with only one signal such as off duty law enforcement, volunteer firemen, mountain rescue. It is also an ideal method for alerting and informing at risk members of the public during an emergency event.
